Your ISP can see that you're using a VPN. When you connect through a VPN, your ISP can only detect how much data you're using, but not what information is being transmitted. They can determine what VPN you're connected to.
ISPs generally don't care if you're using a VPN, except in certain countries where VPNs are illegal. In these countries, there might be government surveillance and fines for VPN use.
